Citizens of Latvia who have the right to work in the expert profession of the field of protection of species and habitats (certified experts) and who want to work in the expert profession of the field of protection of species and habitats in foreign countries may need recognition of professional qualifications in a foreign state in which the person wishes to work. The Nature Protection Board shall issue a statement regarding the recognition of their professional qualifications in foreign states in the expert profession of the field of protection of species and habitats, which shall certify:
1. the right of a person to act in the profession of expert in the field of protection of species and habitats regulated in the Republic of Latvia, on the basis of an appropriate professional qualification;
2. the professional experience of a person in the Republic of Latvia in the profession of expert in the field of protection of species and habitats;
3. that a person has not been deprived or restricted from the right to pursue a regulated profession in the Republic of Latvia due to professional offences or criminal offences.
The Nature Protection Board shall issue a certificate of recognition of professional qualifications in the regulated profession - an expert in the field of protection of species and habitats.

In order to recognise professional qualifications acquired abroad in Latvia, the person must first turn to the Academic Information Centre (www.aic.lv) (hereinafter - AIC), in which the educational and professional qualification documents submitted by the person are compared with the requirements specified in the Republic of Latvia for obtaining professional qualifications in the relevant regulated-yes profession. The AIC shall prepare a statement regarding the conformity of the educational and professional qualifications of the applicant with the requirements specified in the Republic of Latvia (hereinafter - a statement of the information institution) and the submission of the applicant with the documents attached thereto shall be forwarded for consideration and for the taking of a decision in the Nature Protection Board, for the taking of a decision regarding the recognition of professional qualifications.
If a professional qualification is recognised as conforming in the Republic of Latvia, a vocational qualification certificate shall be issued.

If a citizen of the European Union (hereinafter - EU) who performs a permanent professional activity in his or her country wishes to provide short-term services (in terms of limited duration, frequency and extent) in a profession regulated in Latvia, the procedure for the recognition of professional qualifications in the past should not be performed, but a declaration must be submitted to the Natural Protection Board.

The Nature Protection Board shall issue a statement regarding the recognition of their professional qualifications in foreign states in the expert profession of the field of protection of species and habitats, which shall certify:
1. the right of a person to act as expert in the field of protection of species and habitats regulated in the Republic of Latvia, on the basis of an appropriate professional qualification;
2. the professional experience of a person in the Republic of Latvia in the profession of expert in the field of protection of species and habitats;
3. that a person has not been deprived or restricted from the right to pursue a regulated profession in the Republic of Latvia due to professional offences or criminal offences.

Process description

  1. Service requests
    A person who wishes to obtain recognition of the professional qualification of a person shall submit to the Academic Information Centre a submission regarding the recognition of professional qualifications and the necessary documents.
    May submit a submission:
    - personally (address: Dzirnavu Street 16, 3 rd floor, Riga; e-mail: prof@aic.lv; tel. 67225155);
    - by post (address: Wall Street 2, Riga LV-1050);
    - electronically signed documents with a secure electronic signature (address: aic@aic.lv).

    A person shall submit a declaration (declaration form) to the Natural Protection Board.
    The declaration may be submitted by:
    - personally (address: Church Street 7, Sigulda; e-mail: pasts@daba.gov.lv; tel. 67509545);
    - by post (address: Church Street 7, Sigulda, Sigulda municipality, LV-2150);
    - electronically signed documents with a secure electronic signature (address: pasts@daba.gov.lv).

    In order to receive the information necessary for the recognition of professional qualifications in foreign states, a person shall submit a written submission (request) and a document to the Natural Protection Board, which shall certify the performance of the payment of the service.
    The application (request) shall specify:
    - the name, address of the place of residence or residence of the person;
    - a profession in which a person has the right to operate in the Republic of Latvia (indicate educational documents, professional qualification documents or other documents which certify this right);
    - the objectives of requesting a document (e.g. the recognition of professional qualifications in the expert profession for the protection of species and habitats);
    - a profession in a foreign state in which the performance of professional activity requires receipt of the document requested;
    - the institution to which the document necessary for the recognition of professional qualifications in foreign states is to be transmitted.
    The application shall be accompanied by:
    - a copy of the personal identification document;
    - a document certifying education and professional qualifications or a copy thereof;
    - the documents required for the receipt of the relevant documents or copies thereof at the disposal of the person.

  2. Making payments
    A person wishing to obtain recognition of a person's professional qualifications shall be required to pay the related costs of EUR 240 for the recognition of professional qualifications. The payment shall be made at the Academic Information Centre.

    A person wishing to obtain the information necessary for the recognition of professional qualifications abroad shall make a payment for the performance of the service. The amount of the fee depends on the content of the information included (the total fee is the amount for all the individual sections of the information):
    - EUR 15,46, if the document necessary for the recognition of a person's professional qualification in foreign states must include information regarding the right of a person to pursue a regulated profession in the Republic of Latvia on the basis of a corresponding professional qualification;
    - EUR 37.59, if the document necessary for the recognition of a person's professional qualification in foreign states requires the provision of information regarding the professional experience of a person in the profession regulated in the Republic of Latvia;
    - EUR 30,21, if the document required for the recognition of a person's professional qualification in foreign states requires information regarding the fact that the person has not been deprived or restricted from the right to act in the Republic of Latvia due to professional offences or criminal offences.

  3. Receipt of services
    Upon receiving the submission of the applicant for the recognition of professional qualifications and a statement of the Academic Information Centre regarding the level of education acquired by the applicant, the Nature Protection Board shall compare the content of professional qualifier acquired in foreign states with the requirements specified in Latvia in the profession of expert in the field of protection of species and habitats.
    The Nature Protection Board shall decide on the professional qualifications obtained in the EU, on the professional qualifications obtained outside the EU from the date of submission of all documents to the Academic Information Centre.
    If the education acquired by the applicant complies with the requirements for work in the occupation of Species and Habitats Protection in Latvia, the Natural Protection Board shall issue a decision regarding the fact that the professional qualification has been recognised and the applicant receives a certificate of recognition of professional qualifications.
    If the education acquired by the applicant only partially complies with the requirements set out in Latvia for work in the expert profession of the field of protection of species and habitats, and this non-compliance is essential, the Natural Protection Board shall issue a decision regarding the fact that the applicant has to complete a qualification test or have to undergo an adaptation period.
    If the education acquired by the applicant does not comply with the requirements set out in Latvia for work in the expert profession of the field of protection of species and habitats, the Nature Protection Board shall provide information and advise the applicant regarding the opportunities to acquire in Latvia such education that will give the right to work as an expert in the field of protection of species and habitats.
